Resource consumption in this new area of Stockholm, which is home to 25,000 people, is at least 50% lower than the current standard for comparable new developments.
Reasons for the jury's decisions This project created a new sustainable city district in Stockholm for 25'000 residents. Tough environmental requirements had to be met by the project, including that all waste and wastewater from the inhabitants be recycled. Due to this extremely low environmental impact this project should serve as a role model for urban development projects around the world. The jury grants this prize in order to encourage other cities to follow your example when developing new districts. As urbanisation is rapidly advancing, especially in countries of the South, the integrated approach of Stockholm is crucial for the mainstreaming of clean energy. It saves energy and tackles other potential environmental problems at the same time.

Transport and MobilityBryan Willson, Chief Technical Advisor, with the Philippine Two-Stroke Engine Retrofit Project, USA . The Envirofit company has developed a retrofitting kit for two-stroke engines, which are found everywhere in the Philippines. The kit improves fuel-efficiency and thus massively reduces greenhouse gas and toxic emissions.
Reasons for the jury's decisions This project tackles one of the largest sources of vehicular emissions in the world, two-stroke vehicles, in a simple and profitable way. Envirofit has developed and started to implement a retrofit kit that significantly reduces two-stroke engine emissions and improves fuel efficiency. This is expected to directly benefit half a million people through better health and higher incomes. The jury acknowledges with this award, that not only the creation and marketing of new devices, but also the retrofitting of existing technology should be considered when discussing efficient measures to solve energy problems. This is true both for the refurbishing of houses and for substantial improvements of motors.

Reasons for the jury's decisions This project combines clean energy and employment opportunities for the poor in Kenya. In the Kibera Slum, one of the largest slums in Sub-Saharan Africa, youth are employed to assemble simple solar panels. Due to their cheap construction costs, the panels are affordable for the poor. Thus poor communities without electricity access can power radios and charge mobile phones using clean energy sources, rather than batteries. The jury welcomes every effort, which combines the use of clean energy with the improvement of living standards for the poor.

The Nexus Activity improves freshwater availability by bridging the gap between the water and energy sectors. Like in the construction category, the jury underlies the importance of integrated solutions by granting this Award. The combination of covering water and energy needs, as shown in this model case, can lead to astonishing efficiency gains in both fields.

This multi-million dollar program will use Abu Dhabi's considerable energy expertise to help in the transition to a sustainable future. The jury was very enthusiastic to see such an initiative taken in a country that could lead the way for a deeper co-operation between oil producing and oil consuming nations in order to tackle future energy problems together.

Policy and LawmakingLi Zhaoqian, Mayor of Rizhao, with the project: Popularization of Clean Energy in Rizhao, China. Home to more than three million, the city of Rizhao, north-east of Beijing, is using a combination of incentives and legislative tools to encourage the large-scale, efficient use of renewable energies. Over 500,000 people have already benefited directly from the scheme. In some areas, solar thermal collectors are installed on almost every single roof.
Reasons for the jury's decisions This project contributed significantly to the spread of clean energy technologies in Rizhao. Since the election of Dr. Li Zhaoqian as mayor in 2001, policies have been implemented to popularize clean energy in this city of 2.8 million people. Successes include the broad-based uptake of solar water heaters, and the use of marsh gas for cooking and electricity. The project reduces annual CO2 emissions by over 3 million tonnes. More than 1.5 million residents benefit directly from the project. The jury admires the way Rizhao, under the leadership of the city's Mayor, has taken up the responsibility for broadly implementing clean energy in a country, which plays a crucial role for the future of the global energy security and climate protection efforts.

(S3IDF), with the project: "Social Merchant Bank" - Approach to providing efficient lighting services to poor households, communities and SMEs in southern India. S3IDF provides around 5,500 people in southern India with light from a clean energy source. More light means that people can work longer and thus generate higher incomes. It also improves health and safety. The project is being extended.
Reasons for the jury's decisions Small Scale Sustainable Infrastructure Development Fund has implemented over 35 small investment lighting projects for both the urban and rural poor in India. The lights are powered by clean energy sources. It has benefited about 5500 people so far by improving their health, safety and income earning opportunities. Large-scale implementation projects are planned in the future, based on the experience gained to date. The jury would like to encourage this development. The example of Russell deLucia shows, that small things matter for the improvement of livelihood in poor countries and that this goal can be achieved in an efficient and cost saving way with renewable energies.

The Jury's Special AwardAnandi Sharan, Project Manager, Women for Sustainable Development, with the Bagepalli CDM Biogas Project, India. The project is introducing biogas cookers as a substitute for India's traditional cooking methods, which use non-renewable sources of energy. Under the Kyoto Protocol, the greenhouse gas emissions that the project saves can then be sold in the form of certificates.
Reasons for the jury's decisions The project involves replacing inefficient mud stoves fired by kerosene or unsustainably harvested wood with biogas plants powered by cow dung. The project is in the Kolar District in India, where wood is very scarce, but is still used as the main source of cooking fuel. Anandi Sharans approach has many upsides: it reduces deforestation, saves greenhouse gas emissions from wood and kerosene burning, and improves health by reducing kitchen smoke. The special prize of the jury mainly acknowledges the intricate scheme that has been developed by Mrs. Sharan: It allows her to donate the biogas plants to households by financing them through the Clean Development Mechanism. This has been a very difficult task, since this mechanism is much easier to use by large-scale projects that by those which benefit small, individual households.

Award for CouragePatrick Spears (President) and Robert Gough (Secretary), Intertribal COUP, with the Intertribal COUP/Rosebud Sioux Environmental Justice Revitalization Project: Tribal Wind Power Demonstration Project Plan, USA. The Sioux are investing in wind power. In doing so, they are generating clean energy, creating jobs and earning income for the tribe. This is happening in an environment which presents many obstacles to the development of renewable energies.
Reasons for the jury's decisions The project involves developing the large wind power resources on Indian Reservations in the northern Great Plains of the USA and selling the surplus power to the federal electricity grid. Tens of thousands of tribal members on 20 reservations can benefit directly from new, sustainable jobs brought to their high unemployment communities. Additional advantages for the tribes include the power and health benefits from local clean energy generation. It took a lot of courage to implement this project in a legal and business environment, which does not encourage the decentralized production of electricity, while using the grid for clearing the production balance.
